Orange Coast College is committed to the success of its students and wants to help them accelerate their education in order to start their career or transfer sooner. The Pirates' Promise Program provides eligible students two years of free tuition and textbook support.

Eligibility Criteria

Students who meet all of the following criteria will be eligible to receive free tuition and textbook support (until program capacity is reached) for their first and second year at OCC:

First Year

  • First time college student: Has not attended OCC or any other institution as a college student after graduating from high school or its equivalent.
  • California Resident: Must satisfy California residency requirements
  • 12-unit enrollment: Enroll in 12 or more units at OCC
  • Apply for financial aid: Complete one of the following applications. Please note, this program will cover your tuition if you do NOT qualify for the California Promise Grant (formerly known as BOG):
    • The FAFSA (Free Application for Federal Student Aid) or
    • The California Dream Act Application

Second Year

  • Second year college student: Must have participated in the Pirates' Promise Program as a first-time college student during their prior academic year. 
  • California Resident: Must satisfy California residency requirements 
  • 12-unit enrollment: Enroll in 12 or more units at OCC
  • Apply for financial aid: Complete one of the following applications. Please note, this program will cover your tuition if you do NOT qualify for the California Promise Grant (formerly known as BOG):
    • The FAFSA (Free Application for Federal Student Aid) or
    • The California Dream Act Application

2023-2024 Incoming Students

Program Requirements:

Eligible students whose application has been processed and confirmed must maintain the following requirements in order to continue in the program the following semester:

  • Complete a comprehensive educational plan by the end of their first year
  • Enroll and maintain mandatory 12 units of enrollment
  • Achieve a minimum of 2.0 GPA and be in good standing
